The MHS GENESIS deployment and sustainment contract. Oracle Health (Cerner) is the sole prime. Covers deployment, training, optimization, and interoperability.
Deployment to all DoD sites nominally complete but optimization and sustainment costs continue to climb. Congressional scrutiny on cost overruns. Sub-contracting opportunities exist for interoperability, data migration, and training support. DOGE review flagged this contract for audit.
GSA · Government-Wide GWAC
The follow-on to Alliant 2 GWAC. Will be a primary IT services vehicle across all federal agencies including health IT.
GSA revised evaluation criteria after industry feedback. Self-scoring methodology will carry forward from Alliant 2 but with updated categories. Health IT task orders through Alliant are significant across VA, HHS, and DHA. Prepare past performance packages now.
GSA FAS · Best-in-Class Professional Services IDIQ
GSA's consolidated professional services IDIQ (successor to OASIS and OASIS SB). Six contractor pools: unrestricted, small business, 8(a), WOSB, SDVOSB, and HUBZone. Engineering, R&D, consulting, technical services.

Corporate Experience gate is binary across three references: implementation, program management, and IT integration across multiple states — missing any one = Unacceptable. Forces teaming between healthcare payers and systems integrators. MOSA structure with No-Bid provision allows specialized firms to win bench positions and respond only to matching task orders.
DHA Contracting on behalf of PEO DHMS · Multiple-Award IDIQ
On-demand deployment services for DHMS products: site preparation, deployment execution, training, user adoption, change management, post-installation support across MHS GENESIS and related systems. Supersedes DHITUC-era deployment services.

DHITUC incumbents should not wait for a formal DHITUC 2 — the work is being split across PEO DHMS (deployment) and AIX Tech (acquisition support). Bid both.

8(a)-exclusive IT services vehicle. Used by DHA, VA, HHS, and other agencies for small-business prime task orders.
Highly competitive pool. Directed awards and competitive call orders both flow here. Past performance with the specific contracting office is the decisive factor.
VA OIT · IT modernization IDIQ
VA OIT IDIQ used for enterprise IT modernization task orders. Waves track VA modernization priorities; most recent focused on user-facing digital services and claims modernization.
Do not confuse with VA OIT WAVE (Workforce Analysis) solicitation on SAM.gov — separate procurement. Wave 3 ECMS details are MMT Analysis pending formal release.
VA EHRMIO · Program integration + sustainment
VA's EHR modernization program migrating from VistA to Oracle Cerner Millennium (same platform as MHS GENESIS). Deployment has had multiple pauses and restarts; integration and sustainment task orders run alongside deployment.
13 MTF go-lives scheduled Q3-Q4 FY2026, 26 additional sites FY2027. Scope expansion briefs to DHA program office this quarter are the BD lever for incumbents. Subcontract path: align PP to specific go-live sites.
